Tips for Managing Vacant Buildings

The webinar will feature a panel discussion of three typical scenarios that managers of vacant buildings face: 1) the vacant building has potential for agency occupancy; 2) the building needs to be maintained until it can be sold; 3) the building should be demolished.


Ken Lortie, Deputy Commissioner, Office of Facilities Maintenance & Management, Massachusetts Division of Capital Asset Management & Maintenance

Ken Lortie has been the Deputy Commissioner in the Office of Facilities Maintenance and Management in Massachusetts since 2013. His office is responsible for all facets of Asset Stewardship for the Commonwealth’s 80 million square feet of space, comprising over 6,000 buildings.  Included in this portfolio are all the surplus properties in the Executive and Judicial Branch portfolio, approximately 1.3 million square feet. Ken ensures that all these sites are secured and properly maintained to enable either continued use or eventual disposition. Prior to joining the Division of Capital Asset Management, Ken worked for 27 years at the Department of Mental Health where he was the Director of Facilities Management.

Andre Elam, Business Asset Analyst, Georgia State Properties Commission

Andre’ Elam joined Georgia’s State Properties Commission (SPC) in May 2013 as the Business Asset Analyst. Mr. Elam comes to SPC with 10 years of experience in continuous improvement management at UPS Supply Chain Solutions and 15 years of experience in Project Management in the telecommunication industry. Mr. Elam is a retired U.S. Naval Reserves veteran with 26 years of service. His responsibilities have included asset management, construction management, project management, continuous improvement and administrative services. Mr. Elam is a graduate of Saint Leo University with a Bachelor of Arts degree in Business Administration, Management. Mr. Elam for the past 2 years has been serving as the SPC representative member for National Association of State Facilities Administrators (NASFA).

Brooks Moore, Real Estate Program Manager, University of Mississippi Medical Center

Brooks Moore joined the University of Mississippi Medical Center in September, 2015.  Prior to joining UMMC, Brooks was Real Property Director at the Bureau of Building, Grounds and Real Property Management for the State of Mississippi.  In his current position, Brooks is responsible for leases, property sales, acquisitions, timeshares and real estate planning for UMMC.  Brooks is a graduate of Mississippi State University with a B.A. in History and  M.P.P.A. in Public Policy and Administration, and is a licensed realtor in the State of Mississippi.
