The Opportunity:
The Washington State Department of Transportation (WSDOT) Headquarters Capital Facilities Office is seeking a Project Manager to serve as the primary project team leader on repair and new construction projects for buildings and related structures. Project budgets typically range from $100,000 to $2 million dollars, with opportunity to work on larger scale building projects up to $50 million dollars or more. Project Management responsibilities cover all project phases for both new and occupied buildings and sites that support highway construction, maintenance and traffic operations, region administration, Washington State Ferries and Safety Rest Areas serving the traveling public. In addition to providing guidance, direction and advice to customers and staff regarding civil engineering standards of practice, the Project Manager will be responsible to develop, monitor and manage project scope, budget, schedule, design and contract documents, contract awards, and construction administration. This position will manage projects that support WSDOT staff and the traveling public by providing safe, efficient, and practical workplaces and public spaces.

The job class is currently that of a Civil Engineer 4. WSDOT is looking to fill the position with a licensed structural, mechanical, electrical, civil engineer OR a registered architect. The successful candidate must possess professional licensure/registration in the State of Washington or have the ability to obtain within six months of the hire date.

This position will perform the following work:
  • Manage multiple concurrent facility projects within Federal, State and Local regulations while incorporating applicable WSDOT policies and guidance. Serve as primary project team leader through all project phases; planning, scoping, design, construction and post-occupancy, construction warranty period. Follow the basic project management processes which include at a minimum initiating, executing, monitoring, controlling and closing.
  • Budget: Develop, manage, and update the budget throughout all project phases. Confirm available funding and funding sources to implement and complete projects. Monitor project budgets; update expenditures, and revise spending plans regularly to effectively manage changes and develop corrective actions as needed. Prepare written summary reports and analysis related to project budget status. Monitor budget and manage change by regularly reporting to Programming and Project Delivery Manager so that decisions can be made to ensure that the project is within the approved budget at all times.
  • Schedule: Develop, manage, and update the schedule throughout all project phases. Project schedule shall span the entire life of the project and include at a minimum the major phases and applicable standard WSDOT milestones. Identify optional methods for project delivery and cost benefit considerations for use of internal staff or external consultants. Identify project logistics and phasing issues that will impact delivery. Monitor schedule regularly; track critical path component tasks and effectively lead project team to meet schedule milestones. Manage schedule change by reporting status to Programming and Project Delivery Manager so that decisions can be made regarding adjusting schedule or developing alternatives to recover if possible.
  • Scoping & Design Phase: Develop project scope based on project assignment information. Lead and manage project scoping to clearly identify the problem and possible solutions for review and approval by Programming and Project Delivery Manager. Once the project is approved to proceed, identify and task project team members, agency staff and/or consultants in the preparation of contract documents or other specific deliverables as required. Lead and coordinate the work of architectural, civil, structural, mechanical, electrical and other specialty disciplines during the design process. Schedule and manage reviews at appropriate milestones. Track review comments to resolution and manage project document revision. Manage project team to obtain necessary agency reviews, project approvals, and complete needed actions (Ad, Bid, and Award or alternative delivery) to initiate the Construction Phase. Prepare written summary reports and analysis related to project design.
  • Construction Phase: Manage project team through all aspects of construction. Coordinate and/or preform review and processing of contractor submittals, requests for information and contract change orders. Perform regular construction field observations. Schedule and manage regular status meetings. Prepare written record of progress. Coordinate specialty inspections. Manage quality assurance plan. Monitor and manage project construction and status relative to budget and schedule. Prepare written summary reports and analysis of construction status.
  • Technical Services: Provide engineering or architectural guidance, direction and advice to customers and staff regarding engineering or architectural standards, solutions, construction materials and practice. Act as project manager on occasional building and/or site development projects, providing standard engineering or architectural design services, including plans and specification preparation. Act as a subject matter expert and/or perform constructability reviews for other projects within the department.
  • Other duties in support of the Agency mission.
The requirements for this position are:
  • Registered design professional in the state of Washington.
  • Proficient with interpretation and application of local/state/federal/international building codes, state statutes, regional regulatory policies, and department standard plans and specifications applicable to Capital Facility projects.
  • Ability to coordinate with a diverse group of customers, agency staff, local/state/federal agencies and individuals, private consultants, and contractors during the scoping, design and construction of multiple, potentially complex, facility projects.
  • Possesses essential knowledge of contractual requirements and serves as project manager for construction of building projects.
  • Ability to manage scope, schedule and budget in the project delivery process.
  • Valid driver's license and ability to travel statewide.
An ideal candidate for this position will have:
  • A license to practice structural, mechanical, electrical, civil engineering OR be registered architect.
  • Professional registration/licensure in the State of Washington or the ability to obtain within six months of hire date.
  • Four years of experience in project delivery and/or project management including all phases from preliminary scoping to construction closeout.
  • LEED AP: Leadership in Energy and Environmental Design accredited professional and/or experience on projects successfully attaining LEED Silver or higher.
  • PMP: Project Management Professional accredited professional and/or experience the PMBOK Guide (Project Management Body of Knowledge).
  • DBIA: Design-Build Institute of America accredited professional and/or experience on projects utilizing alternative public works contracting such as: (DB) Design-Build, (GCCM) General Contractor/Construction Manager, (JOC) Job Order Contracts, and (ESCO) Energy Savings Performance Contracting.
  • Possesses essential knowledge of alternative public works contracting methods available to public agencies in the State of Washington.
  • Experience in management/delivery of projects with federal funding and the 'Buy America' impacts to project scope, schedule, and budget.
  • Experience in management/delivery of projects with continuous inspection requirements and the subsequent impacts to project scope, schedule, and budget.
  • Experience in management/delivery of projects with certified payroll requirements and the subsequent impacts to project scope, schedule, and budget.
  • Experience with Microsoft Office professional suite of software (Outlook, Word, Excel, etc.).
  • Experience with Microsoft Project or similar industry standard scheduling software. Experience with RS Means or similar industry standard estimating publication and/or software.
