What you will do:
The majority of the work performed will be providing leadership to your team of facilities planners/property managers as you provide the care, custody, leasing oversight, and financial performance portfolio management for the commercial real estate properties assigned to your team. In facilitating this work you will meet with our customers and keep them informed of planned DES activities, listen to their needs, and provide direction and guidance to your team on coordinating maintenance, operation, and construction activities in a way that limits any possible impacts to our customers. You will also be responsible for developing and managing vendor contracts to ensure schedule, costs, performance and workmanship are met.

You will be required to provide emergency management response, meaning you are generally available 24 hours/7 days a week to respond to major, after-hours issues or emergencies, and working with our DES Buildings and Grounds team or on site staff to coordinate a response.

Some of what you will enjoy doing will include:

  • Leading a team of up to five Facilities Planners responsible for the care, and custody, and financial performance of a portfolio of buildings and property on the Capitol Campus and within Thurston County. 
  • Developing and managing the annual operating budget for assigned properties. 
  • Reviewing operating financial statements, to include direct maintenance and utility, staff costs, debt service and other indirect costs, to maintain a positive balanced budget position.
  • Assisting in development of agency ten-year capital plan.
  • Developing and overseeing capital budget requests for building improvements and restorations.
  • Develop and/or update comprehensive asset level business plans to include condition assessments, financial long-term planning and project future state for the facilities.
  • Assisting with oversight of the scope and budget for approved projects, as needed.
  • Developing and coordinating policies and procedures for DES-owned facilities, as well as input to development of state-wide asset management policies. 
  • Develop a plan on training staff on commercial real estate practices.
  • Convey information in an effective manner.  
  • Enhance staff performance that align with industry standards for property managers.

In order to qualify for consideration, you must possess:

A Bachelor's degree involving major study in real estate, architecture, engineering, business or public administration planning, property or land management, or related field;
AND
A minimum of four (4) years of experience in governmental facilities or commercial property management or in related field in private industry.

NOTE:  Additional qualifying experience may be substituted, year for year, for education.

AND

Demonstrated experience and/or knowledge with:

  • Financial Analysis and Budgeting: You will perform budget and program planning and must have the ability to develop budgets consistent with department plans, including biennial operating and capital budgets as well as oversight and management of asset budgets, revenue, and expenditure levels.
  • Real estate practices and laws in commercial property management and lease administration.
  • Contracting and management principles: You will work with our DES contracts to define the scope and monitor our DES service contracts.
  • Document preparation for leasing, property management, personal services contracts and financing.
  • Administer departmental programs, including develop agency policies and observe and interpret trends.
  • Asset business plans: You will be expected to conduct research and prepare plans that include data on existing structures and facilities and forecasting future needs and requirements for maximum utilization.
  • Facility planning: You will perform facility planning project supervision and control. This involves physical space needs programming, economic analysis, and scheduling and space use techniques and procedures.


The most successful applicants should also have a working knowledge of:

  • State, county and local government relationships, policies and regulations.
