Marlene is the Job Order Contract (JOC) Coordinator/Senior Cost Engineer for the Department of Enterprise Services (DES) with the State of Washington. With 28 years’ experience in estimating and project management in commercial construction; proof that one can wear great shoes and evolve in construction, she now manages the agency’s $36M/year program. Marlene revitalized the data collection efforts for all JOC user’s within Washington; and, leads compliance efforts regarding qualitative and quantitative information used to report to state lawmakers on the utilization of JOC statewide. Marlene enthusiastically promotes Washington’s JOC program through coaching, instruction and expansion. She holds a BA in pre-law/legal studies, from Pacific Lutheran University in Tacoma, WA.

Mark has served as the President and CEO for Centennial for more than 10 years leading the firm’s entry into new market segments. G. Scott Horan, Assistant Superintendent for Operations, Stafford County Public Schools
Scott is the Assistant Superintendent for Operations, Stafford County Public Schools. In that capacity he oversees all Facilities Services to include Facility Planning, Design & Construction and Operation & Maintenance. Facilities Services is made up of roughly 160 personnel and is responsible for all new construction, major renovation, job order contracting, repair/maintenance by contract, land acquisition, demographic planning, capital improvement plan, capital maintenance plan, in-house repair and maintenance and all custodial operations of the 34 school/site Stafford County School Division including 3.9M square feet of facility space and 1200 acres. Scott has been involved in facility design, construction, repair and maintenance since his graduation from Virginia Military Institute in 1983 with a BS in Civil Engineering. Scott spent 20 years on active duty in the Air Force Civil Engineering world and retired from the AF in 2004. He has been working for Stafford County Public Schools since 2004.
