The Florida Department of Management Services (DMS) is a customer-oriented agency responsible for managing various business-related functions throughout state government. Under the direction of Governor Rick Scott and DMS’ Executive Leadership Team, the agency oversees the real estate, procurement, human resources, group insurance, retirement, telecommunications, private prisons, and fleet and federal property assistance programs utilized throughout Florida’s state government. The Department of Management Services is relied upon to establish, maintain and improve the business processes used by state employees to create a better, not bigger government.  The Department of Management Services facilitates the delivery of these programs and services and provides tools and training to bolster the efficiency and effectiveness of the state’s workforce. The incumbent in this position supervises, directs & maintains a building maintenance security & service program for the Jacksonville RSC. Included are the facility systems, such as heating, air conditioning, ventilation, plumbing, electrical, electric/pneumatic controls, including maintenance service contracts.  This includes elevators, fire sprinkler systems & computers.  In addition, this position is required to independently recommend employees to be hired, perform personnel evaluations and intiate purchase requests. This position is responsible for directing and supervising others in the proper safety procedures for the task at hand.

Position responsibilities:

Specific responsibilities of the facilities manager include, but are not limited to, the following:

  • Supervise, direct & maintain a building maintenance program for the Jacksonville Regional Service Center, with a total gross square footage of approximately 306,423. 
  • Responsible for maintenance of the facility systems, such as heating, air conditioning, ventilation, plumbing, electrical, and electric/pneumatic controls. 
  • Manage and review service contracts to ensure facility management needs are being met.
  • Independently recommend employees to be hired and conduct performance evaluations.        
  • Initiate purchase requests.
  • Manage contractor and vendor relationships.
  • Performance manage, develop and train staff.
  • Monitor expenses and payments.
  • Ensure efficient utilization of facility maintenance staff.
  • Develop and implement cost reduction initiatives.
  • Provide prompt response to requests and issues from facility occupants.

Knowledge, Skills and Abilities:

The Facilities Manager should possess the following qualifications:

  • Ability to be available after hours for call backs.
  • High-rise commercial office facilities management experience is preferred.
  • Technical mechanical systems and controls experience is preferred.
  • Knowledge of building operating systems.
  • Working knowledge of principles and practices of project management.
  • Working knowledge of electrical and mechanical systems.
  • Working knowledge of procurement and contracts.
  • Sound knowledge of health, safety, and environmental regulations.
  • Experience in construction, maintenance and all facets of facility operation.
  • Solid computer and systems knowledge.

This position requires:

  • Prolonged periods of time walking, standing, bending, lifting up to 30 lbs. and the use of all types of ladders and occasional use of personal lift.
  • Prolonged periods of sedentary work which involves repetitive motion
  • Ability to drive and/or fly for long distances.

Minimum Qualifications:

  • Minimum five (5) years’ experience in commercial facilities management, maintenance, construction or related field.
  • Minimum two (2) years’ supervisory experience.
  • Valid and applicable driver’s license.

Preferred Qualifications:

  • Bachelor’s degree in facilities management, facilities engineering or a related field such as project management, business management or construction management is preferred.
  • Certifications such as: Certified Property Manager (CPM), Facility Management Professional (FMP), Sustainability Facility Professional (SFP), Certified Facility Manager (CFM) or HVAC certifications are preferred.
