Director of Project Delivery /Office of Planning, Design and Construction (OPDC)

 

The Division of Capital Asset Management and Maintenance (DCAMM), an agency within the Executive Office for Administration and Finance (A&F) is responsible for capital planning, major public building construction, facilities management and real estate services for the Commonwealth of Massachusetts. The agency was created by the legislature in 1980 to promote quality and integrity in the management and construction of capital facilities and real estate assets. In addition to OPDC, the other major line departments include Facilities Management and Maintenance and Real Estate.

DCAMM is seeking a highly motivated, energetic, experienced professional with a deep background in design and construction to lead the agency in delivery of major projects. The Director is responsible for  projects greater than $10 million for all State Agencies of the Commonwealth. The total value of projects underway averages $1.5 billion, with annual spending of roughly $450-500M.   A strategic thinker, collaborative partner, and strong personnel manager is essential, along with excellent writing and communication skills. Experience in public sector design and construction is desired but not required – more important is experience with large organizations and and the ability to create a client-based, team approach in delivering projects.

The Director oversees a technical staff of architects, engineers and construction management professionals responsible for managing a wide variety of construction projects including new construction, major renovations, capital renewal, and major energy conservation projects. In our current structure, the Director manages a team of five direct-report Deputy Directors and their project teams totaling over 50 FTE’s, and holds ultimate accountability for all projects.  The Director guides and directs all staff and manages office operations - hiring, training, budgeting, contract administration, contract negotiations, process improvements and problem solving.  

In seeking a new Director, we are looking for an individual who will partner with the Commissioner and Deputy Commissioner in organizational change – evaluating our existing structure and staffing models, as well as the models for project delivery. DCAMM has already implemented significant change in the past two years, and the agency is primed for more.

Preferred Qualifications:

10+ years experience in design and construction management, including public construction within the Commonwealth.  A degree in architecture, engineering, construction management or related field is required, advanced degree and/or degree in project management preferred.
