Job Summary & Major Duties
Business success depends on people – talented, motivated, agile people. To ensure this success, the Director of Facilities Operations provides direction and leadership in the planning, development, and administration of programs, systems and work processes necessary to perform the critical mission and support activities required of the organization. A few of the major duties of this position include:
- Oversee and direct the full life cycle (design through decommission) of BPA’s non-electric and office facilities assets that span more than 1,000 facilities (including substations, control centers, warehouses, office space) at over 400 sites in 4 states (Idaho, Montana, Oregon and Washington) with a replacement value of $1.2 billion.
- Oversee and manage all phases of facilities operation, preventative and corrective maintenance, planning, scheduling, management and administration of buildings, systems, and equipment.
- Manage critical facilities asset availability and uptime requirements for BPA’s 24/7 critical Power and Transmission missions (i.e., planning, operating and maintaining the critical buildings, systems, and equipment);
- Lead and oversee the department's quality, performance, output, and on-time deliverables.
- Ensure the integration of federal, state, and local regulation safety practices into the facilities work streams.
- Oversee the long-range planning and development of capital improvement programs including multi-million dollar retrofits, remodels and new build using superior project management techniques.
- Guide the planning and implementation of BPA’s sustainability efforts, including reduction in the use of energy, water, and waste; and, increases in recycling, the use of renewable energy and recycled products. Promote the integration of these efforts into BPA’s operations.
- Develop and establish facilities and workplace policies and standards based on a comprehensive facilities asset management approach.
- Lead the planning and implementation process associated with providing space and facilities to enable a productive BPA workforce
- Promote and sustain a work environment that fosters trustworthy stewardship of assets, operational excellence, collaborative relationships and safety.

Workplace Services is responsible for overall agency direction, strategic planning, management and governance of facilities, asset management, and facilities maintenance and operations, space management, printing services, mail services, and office services. The Director of Facilities Operations (also called the Facilities Management Officer) has the overall responsibility and accountability for the agency office facilities strategic planning and facilities (nonelectric) asset management programs. This includes establishing the business strategic objectives, financial targets, and performance standards in alignment with the agency’s strategic direction and the agency Asset Management Council. The Director of Facilities Operations provides oversight and management of the program implementation.
Qualifications
Specialized Experience
- Experience setting strategy for, planning, organizing, managing, implementing and evaluating an organization or company-wide program;
- Experience as a supervisor providing leadership, direction, and supervision to a staff engaged in the execution of an organization or company-wide program; and
- Direct experience executing a facilities asset management program* which includes components of facilities operations and facilities engineering.
