Energy Savings Improvement Plans: Energy Performance Contracts in New Jersey

New Jersey’s Energy Savings Improvement Plan (ESIP) statute enables State-owned facilities to participate in Energy Savings Performance Contracting. The ESIP statute provides a funding mechanism which enables our State-owned facilities to purchase replacement or upgrades to equipment without the outlay of capital funds. Post implementation utility budgets are fixed to prior year allocations for 15-years. The delta between the current energy use and the reduced energy use provides available funds to repay the debt. NJ has adopted a multi-phased approach, consisting of preliminary energy audit, solicitation of ESCOs, Investment Grade Audit/Energy Savings Plan adoption, Energy Conservation Measure Design phase through Bidding, Funding, Construction, Measurement and Verification. Still in the program’s infancy, we have entered into four performance contracts with Energy Service Companies at a very diversified group of facilities.

Review of some common Energy Conservation Measures will be discussed. Renewable energy using solar PV and cogeneration has proven to be a valuable tool in our project make-up and will be discussed as well. 


William (Bill) Golubinski, AIA, CEA is the Manager of the Energy Initiatives Unit with the New Jersey Property Management and Construction. He’s a graduate of New Jersey Institute of Technology and a registered architect in New Jersey. He has been functioning in various facilities management roles since 1996 at Panasonic’s North American HQ, Brookdale Community College, William Paterson University and now with New Jersey’s Division of Property Management, Design and Construction.  He also holds the Certified Energy Auditor credential from the Association of Energy Engineers.
